La signature électronique et le règlement eIDAS de l’Union européenne : explications
En 2014, l’Union européenne (UE) a adopté un règlement visant à établir un marché unique de l’identification électronique et des services de confiance dans ses 27 États membres. Ce règlement dénommé eIDAS, le premier de ce type au monde, régit les effets juridiques de l’identification et de la signature électroniques dans les 27 États membres, ce qui en fait le cadre le plus complet et le plus utilisé. À ce titre, il offre aussi aux pays tiers n’appartenant pas à l’Union européenne la possibilité de s’en inspirer et d’adopter des normes de sécurité similaires.

Despite multiple challenges such as limited connectivity (the latest data indicates that only one-third of Africa’s population is online) and even electricity, some countries are benefitting from leapfrogging and the adoption of digital innovations to provide more effective public services and create opportunities for citizens.

Namibia’s road to digital transformation
To explore digital transformation opportunities and learn from global leaders, Namibia recently participated in Estonia’s 9th e-Governance Conference in Tallinn. The conference, which attracted lawmakers, policy implementers and delegates from 90 countries worldwide, provided a platform for knowledge exchange and collaboration on effective digital governance.
Among the attendees was Namibia’s Deputy Minister of Information Communication and Technology, Emma Theofelus (ET).
She shared her insights and plans for Namibia’s digital transformation during an interview with New Era’s reporter Aletta Shikololo (AS). The conference served as a valuable resource for Namibia, as it seeks to harness the power of technology to drive innovation and enhance governance systems within the country.
